Finest Program stuck

So i have 2 missions not done and I need only one for the Finest Carter. HRs is stuck at 18/20 and IP stuck at 36/40. I can’t get them to track no matter what I do. Even tried reinstalling. Anyone have any ideas?

Are you using the correct finest cards? There are two different types and the missions are type specific.

Yes. I am using the correct ones as they got me up to the numbers i stated. But then just completely stopped tracking
