Make sure you are only looking at gameplay XP. Double XP does not affect XP earned from programs, moments, missions, etc. It's only gameplay XP.

Double XP has been active for a week and working perfectly fine.

It seems to be inconsistent right now. I've gone from getting 900-1k xp in RTTS each game to now just under 500.
