I lived in the DR and I can confirm, the top tier internet there is not as good as it should, you can easily tell by lag when the players are in the US or any of the islands (DR and PR).

I think the match making is set up to connect to people close to you. Normally if I play during peak hours it is someone with a team name indicating they are within a state of me. When I play during non peak hours I end up playing people from poorer states (the Southeast) and it seems they have 3rd world internet. Would you rather not find a match quickly or at all if nobody else is playing in your region.
