Ratings prospects or upcoming ones

How come the ratings for some key prospects or upcoming players are so low. For example, like ben heller is still a 58? Luis Cessa is only a 65? and to get even more into it - I don't want to mention just Yankees... So like the Orioles - Hunter Harvey is a 56? and some of the other players who are listed in their depth chart are like 50s too. I know the Orioles aren't great right now but I think if a player is major league ready they should be 65 or higher.

Because SDS doesn’t put effort into their rosters. They grossly overrated the big names and don’t put in the little details for lesser known guys

i believe developers mentioned 60 overall being "major league average" when it comes to ratings

One of my favorites is the Brewers gold prospect card, Corey Ray. He’s a decent prospect IRL. His prospect card is a gold with bronze hitting and bronze fielding. Tell me how that works?
