How many players had TN cards and still got Finest cards
Current season cards like topps now, monthly, and finest are different. Once a player has a signature, milestones, prime, or awards card that is it except for guys like Smoltz and Eck who have starter and reliever cards

I think the is right. Shane Bieber is the most sensible and the last active Cy Young winner (not named Trevor Bauer) without a high diamond.

Carlos Carrasco is another possibility. He got a 99 last year and a juiced Cookie card would be better this year with pinpoint pitching and increased emphasis on control. But Bieber seems the most likely to me. He has a clear fit into Milestone category and definitely deserves a 99 before the end of the game cycle.
