Why are 99 speed 99 baserunning getting thrown out now?

Maybe a bad jump? Maybe the catcher has "pop time" quirk? Maybe pitcher slide stepped? Maybe there was a pitchout? Maybe a combination of those?
Rickey Henderson being the greatest bag thief in history (1405 with Lou Brock second with 938) was caught stealing 335 times for a 80.75% stolen base percentage. That means he was thrown out pretty much once out of every five attempts. The 99 speed and 99 baserunning doesn't guarantee a stolen base every time.

Sometimes, it's just the game, sometimes it's the various things about the game. Like someone mentioned, as a base runner I find that "pop time" quirk a pain in the nuts, but that being said...I have a CAP in my RTTS at 95 speed with 89 stealing, big secondary lead, curveball in the dirt...and still been thrown out and left scratching my head. Just happens.

Stealing has always been pretty random. If the game decides it is your turn to be out, weird things will happen on screen to make it happen. For example, I've had Lou Brock with an extra step off first get thrown out when the opponent didn't slide step on an off speed pitch. I don't remember the catcher, but I know it wasn't an elite defender with a cannon. Brock stutter stepped about a quarter of the way to second, and then again when the catching meter came up. Out by a mile. Meanwhile, last year my opponent stole with Pablo Sandoval and he accelerated through the slide. Sure, that's how physics works...
Unfortunately it's something you kind of have to accept and expect at this point. Hopefully sometime in the future they can get it right, but right now it feels like check swings. RNG with animations that don't always match up so weird things happen on screen.
And just to be clear, I didn't take an extra step every time. I just happened to time my opponents delivery and was able to sneak it in right before his pitch. People who take an extra step every time because they feel they are entitled to it are obnoxious, but that's just my opinion.

I was doing the new conquest and I had multiple times where my 99/98 or 99/99 runners just stood there and got thrown out. I replayed and Wagner was just running in quicksand before finally going and the ball was waiting for him before he was halfway to 2nd base. Ridiculous.

Stealing was way too easy last year, but I feel like they overcorrected and made it nearly impossible this year.

I never steal unless it’s a full count to prevent a double play. I like to have speed on my outfielders and middle infielders, but not for stealing. It is nice to have the extra speed on the base paths regardless of stealing.
I’m pretty bad at it since I never do it.

They stopped the stealing by pausing the runner on taking off and half way down during the run.

Glad it's not just me. Even if I manage to sneak in a lead with 99/99 Turner, he's still getting a bad jump and thrown out about 50% of the time. It used to be that you could exploit players who don't pay any attention to runners, but that's not the case now.

What I do, and It may make 0 difference is tap the L1 button rapidly as soon as the pitcher goes into his wind up to Simulate runner steps, if that makes sense.
What I absolutely despise is at times if you try to take a lead with let's say a 58 speed & less runner, they throw over.

I wish sds did this differently. Since you have to make trade offs in this game, they should allow high speed / high base running guys more effective on the base paths because they are typically much less of a power threat.
I think a 90+ speed and br guy vs a 90+ arm strength catcher should be about a 50/50 chance on a perfect throw pitchout and 75% on a perfect throw non-pitchout. Vs a 80-89 arm catcher, it should be ~75% chance to steal on a pitchout and nearly a guarantee on a non pitchout. And nearly a guarantee on anyone less than an 80 arm.
On the flip side, base runners with 80-89 speed and stealing should have success on a pitchout about 25% of the time against a 90+ arm and 50/50 on a non pitchout. They should be ~50/50 against an 80-89 arm on a pitchout and 75% chance on a non pitchout.
And so on…this will increase diversity in lineups and draw people away from the typical meta of slow power hitters.

I’ve noticed bogged down running lately. Send them, then on replay they start running in place once the catcher receives the ball.

That happened to me again last night. Trea stealing 2nd and, while I was safe, he looked like he was running at half speed.

Good jump looking like runner will be safe by a mile and then halfway to second they have a pausing/stumble animation then get thrown out.
People complain about all sorts of things on here that I honestly don't see as a big deal but this one drives me F'n nuts!

Check swings are perfect right now, they're about as perfectly balanced as you can get.

Base stealing tip.
Steal on 3-2, 3-1, 0-2, 1-2, 0-0 counts.
Calculate the average time to home. If you have a pitcher who gets set, and throws immediately, press L1 to get a step as he comes set. The extra step guarantees a steal unless onna pitch out.
If you get a guy who's good at varying his time to home its a bit more difficult to time, but not impossible.
Lastly try and get an L1 extra step every time for a steal.

Check swings are perfect right now, they're about as perfectly balanced as you can get.
You must be insane. Check swings are garbage. I get that it's needed for online, but not offline. I don't see how the CPU can check everything but not me? BS.
