NL West TA4 Unlockable Packs

Are the NL West TA4 packs broken? They only come with 3 banners to choose from. I got three more in my inbox in game this morning, and they only have the same three banners: Arizona, San Diego, and Colorado. Where a4e the banners for San Fran and LA?

San Fran and LA don't have mascots and they are mascot nameplates

The Giants have Lou Seal as a mascot, but I guess he wasn't cool enough to be included. Go for a real throwback, and give us a Crazy Crab nameplate.

I just finished TA4 for the NL West and got to those 3 banner packs at 151 points. I already have all three, so are we basically forced to take duplicates for this one? I guess I missed what happened, so I assume maybe it was glitched out at some point and this is there make up for people that never got them the first time?
