I've opened a tons of packs and never gotten a Headliners card so this is great news. Is it just the newest headliner?

It's been this way since last year, if you check on where to find old headliners like Griffey JR it says in show packs

It does now but I don’t think it did until recently. I just noticed the show pack icon on them for the first time today which I why I posted this in the first place.

I pulled set 1 last year from a silver pack, always been this way (since 19)

It's always a pleasant surprise getting a headliner from a show pack but it's not a new development. I've gotten Pedro, Mantle and Gibson all from show packs this year

let's just say I have pulled more headliner featured cards from standard backs than buying every HL pack when they are available. I have pulled 1 HL the whole year and I have pulled 5+ headliners from standard packs so far.
