Heard a lot about cutters being the new meta this year. Does anyone know of some good budget (under 20k) starters that throw a cutter along with a 5 pitch repertoire?

The cutter is pretty amazing this year. It's Max Scherzer's fifth pitch (so it's mapped to R1) and I swear, I've thrown so many just beautiful pitches that you just couldn't do in years before. In my opinion, they've done a great job of making the control guys effective and useful again.

Cutters are hit and miss for me. I’ve had games where it’s the most effective pitch. And games where I’ve given up 4 bombs throwing it.

That depends on the pitcher. Each pitch from each pitcher has it's own velocity and break attributes. Some cutters move more horizontally than others, and other cutters come in faster without breaking too much.
