Collect a voucher from each of the various Legends and Flashback sets (under Collect - Collections - Legends and Flashbacks) by collecting the necessary number of cards in each set (Rookie, Breakout, Veteran, etc). Then return to the Rivera collection in Legends and Flashbacks as well and collect the vouchers you've accumulated.

im on the milestone Rivera screen but everything is greyed out
So it seems like you found the Legends/Flashback section, but now you need to go into each of the various categories (Veteran, Rookie, Breakout, etc) and collect however many cards (earn them through packs, Team Affinity, or the Live Series collection or buy them on the marketplace) it says on the right side for a "Rivera Voucher". Once you get a "Rivera Voucher" for a section, you can then return to the Rivera 42 tile and collect however many vouchers you have redeemed from the various categories.
You'll end up with a Rookie Rivera Voucher, a Breakout Rivera Voucher, and so on. You need all of the vouchers or all but one voucher plus the 42 series Jackie Robinson (Home Run Derby/All Star Game tile does not have a voucher for Rivera...nor is Ohtani a requirement or option).

Thats because you havn't collected any of the vouchers yet, click on for example Veteran because you should have a lot of those players and just start clicking on players that you have.

I wouldn't say that but i'm starting to think he may be trolling us somehow? However it is entirely possible and i'm willing to give him the benefit of the doubt that he hasn't found where to click yet.
i havent, ive played 500 ranked online seasons games, some RTTS and some franchsie, i waited until trade deadline to start franchise and hopefully some patches...
i just hate starting a franchise and theres different transactions weekly that affect a team. now all trades are done, more franchise focus.
if im an idiot, ill play you online ranked and see how ya do

Your very welcome, hope this worked for you finally, i know the lay out can be a bit confusing this year, you'll get the hang of it though. You should be able to get a few vouchers for Rivera if you've been playing ranked. My best advise is take your time with it and enjoy Rivera when you get him.

so i got 7 vouchers through redeeming them through the way you mentionted, prospects, 42, flashback ETC
but isnt there a way to play in program or momets, or team affinity, that what im trying to knock out this week just do all i can to get the rivera card

There are no moments. You just have to collect the cards through doing the live series collection, br, ranked or just buying them off the market. There are topps now moments, however, and the monthly program.
