Will Cespedes card in last event be available in future HR derby packs?

I see that he is at a decent price at the moment and was wondering if it would be wise to sell now and get later if available in a pack or not. I'm in no rush to get Ohtani either.

Nope.
Any future inventory will come if they ever release an Event Choice pack for whenever they start the Forever Event.
On the other hand, they MAY release other HRD cards. (The Acuna card from 19. Judge/Giambi/L Gonz et. al from 20).

Ok, my next question is will there be some collection involving players that we've gotten from other collections? In other words, will we need Chipper, Soriano, Ortiz, Jackie, Ohtani, Acuna, Rivera etc. etc. for some great 99 card down the line sometime?

It'll most likely be like the Rivera collection where Ohtani would count as one of the vouchers needed, but not an unavoidable requirement.
If you've got everything else EXCEPT Ohtani, you'll be fine.
(Also, just wait until HRD and ASG packs start hiding in Conquest maps and you get everyone you need for Ohtani without having to get Cespedes.)
