How do I unlock Javy Baez cleats?

I understand there was a moment you had to complete to unlock the cleats but the moment is no longer there. I’m not able to purchase them via stubs or even able to click them. Please some help/explain.

It was a program avalible earlier this year unfortunately there is no way to obtain them now. It's a major oversight on the part of SDS. I'm sorry i can't give better news.
