I've managed to get some steals with Yelich, it's not always guaranteed, but satisfying when he's safe.

1997 Jeff Bagwell stole 3 in a game. 2nd slowest guy on his team. Only 1st baseman to have a 40/30 season I believe. Actually did it twice.

speed isn't everything though, as a few people are alluding to here. Betts' career SB % is 83.4% which is 16th all time (!) just ahead of Trea Turner who I think we can all agree is rapid.
