BR in 20 and lower difficulties in general

I’m curious if the pci skill set and rewards for better hitting are going to hold true for even BR and working the way up the leader boards? I really used to enjoy BR until it became a random series of algorithms. I’d love to get into it again I just can’t stomach the randomness...I never feel like the victory is at my fingertips I feel like I’m playing roulette.

Anyway I only played HOF in the beta. I’m just curious what moving up the leagues and Br will play like before that. Will it still be a chore to get to HOF before things begin to be more skill based? Thanks In advance.
