Why doesn't Lightning Thames count towards 99 Trout?

It doesn't really make sense that he doesn't. He's just one of many lightning flashbacks put in the game this year, but for some reason he doesn't count. Meanwhile, Postseason George Springer counts despite also being a prestige reward XP unlock

Because the existing lightning cards are free and the existing postseason cards are ridiculously expensive.
