Yes, you are right, there are definately players in the show that have used steroids, but they are less likely to use players that took steroids. They add certain players like Giambi and Sheffield, because they can't completely cover up the steroid era.

Yes, it was what Mark put in his locker and so the reporters would notice it. He literally planned it out so the reporters would just assume that's what he was taking, so they would excuse Mark for being super buff. However, McGwire did do other steroids that were illegal, so that's where he went wrong.
