Why are Stage 2 Showdown drafts so limited?

In Stage 1 and Stage 3 you can get pretty much every card available, but with Stage 2 I haven't seen a single card that came out AFTER the stage 2 Showdowns came out. For example. I've never seen 97 Andrew McCutchen, 98 Dwight Evans, or even 92 (CP) John Smoltz in the drafts of Stage 2 Showdowns

Devs should know about this issue so they can fix it

I did an AL and NL stage 2 draft last night and of my 4 diamond rounds were 88 or lower.
