Am I wrong, or is there no way to get Snell without collecting all the other cards? I've completed all moments and most missions and am at 60 stars. Besides the collection (40 stars) there only seems to be 30 stars that I can get from the program.

No you are correct unfortunately. I noticed this too and was disappointed. You get up to 3 through the program and will need to purchase the other 3 on the market. So its up to you if you think 95 Snell is worth 60k.
FYI, I believe you can get up to 90 stars without the collection...so still shy of Snell.

The likely hood is these packs will show up somewhere else at some point either in a conquest map or a innings program.
