How can you get the drops for 20 if the game hasn't come out yet?

It shows up as a notification on Twitch that you got a drop for 20, obviously, you can't access it yet, but if you don't get that notification, it means you didn't get it.

I got notifications during these streams. Did they say there were drops for every stream?
