Can confirm update did quite literally nothing. Same issues with the same perks. Tried upgrading / downgrading, didn’t take effect. The only thing I would think to try is doing it on a new save and see if that somehow works. In the meantime, lol.

Would like to second this here. Noticed it with Flamethrower only activating on 2 outs instead of 1/2 outs.
