The short answer is that 60 power isn't a ton, and you just lack the power to some places in the park. Remember that perfect/perfect doesn't automatically mean hit, it just means that you, with your stats, hit it as well as you could have (as either a ground ball, line drive, or fly ball).
In my experience, once your power hits 70+ (including equipment), that's when a lot of those warning track fly balls start to leave the yard, and around 80+ (including equipment) when you start launching them pretty consistently. And remember: an early swing is almost always better than a perfect swing when it comes to homeruns, especially at lower powers.
