This. Only live series cards recieve "active" quirks. Batting wise and pitching wise.

Britton has Outlier, so flashback cards can have it.

Good to know, thanks for clarification. So then outlier may not be considered "active" then. Max Scherzer live series in 19 had the Stopper quirk, which is an active one, but didn't have it on his Finest flashback.
