Pop time is an active quirk for LS, POTM, and TN only. FB cards from years prior and legends do not get active quirks. It's the same with other active quirks like Dead Red, Unfazed, Breaking Ball hitter, etc.

All Star Zunino also has it.

The content this year has been very good with a couple missteps. I'd give it a solid B+ or so.
