My character is with the Reds right now and the only pitcher that throws a cutter in the organization is Wade Miley from AAA Bats. He's in the 40 man roster. Is it possible that the learn new pitch option reappear at September callups?

I have a pitcher RTTS. Question: Is learning a new pitch defend on the pitching repertoire of teammates? What if no one has the pitch that you like? Like me in the case of my character I like to let him learn the cutter but no one in the team throws the cutter. If I didn't choose a new pitch in the Bullpen training, will that option come again?
