FWIW not sure if mentioned but you do get two more for free thru collections (Minoso and Doby). The last 10 you have to purchase with stubs tho

If you're waiting for conquest content I would suggest completing the USA map again. Prospect cards shot up in price with that new collection. You could make a decent amount of stubs.
