Upgrading Perks Guild

i have been searching Youtube and Asking AI but i have questions i cant seem to find the answer to
Take an example, the leadoff perk. I have upgraded 4 items and the perk shows as Mastered. I am on Playstation and when i hit Triangle the perk turns gold, its no longer mastered. AI thinks i have prestiged the perk and i should be able to upgrade it further, but i dont seem to be able to do that. i can select other attributes to upgrade but the cost is 0 for everything and after i select to upgrade it nothing happens. Is this a glitch? AI says i need to do things like start another RTTS and then reload mine but nothing changes when i do that.
Also, i have a ton of extra base hits but cant unlock inner peace. AI says the same thing, force the RTTS to reload but it never unlocks. i even started a second rtts and got 10 extra base hits but it still wont unlock. what givs
