Close, but the more correct answer is that they're trying to give folks a reason to play online (and generate PSN subscriptions that online play requires). If everything is released at the beginning of the year, you'll see massive online tailoffs by July.

The tail offs always happen in August. All the cards are 99s now. They really do a bad job of keeping us interested at this point. They have to do more, then the same old mini seasons, same old events, same old ranked. They need to find a way to entice us to use alot more of our binder cards. Offline and online. In another month or so we will each have over a 100 99s that we wont ever use.
Create a new event salary program, create a ranked salary program, bring back battle royale programs. Same with offline.. create programs within mini seasons and conguest to earn rewards having to use different cards. Creativity is severely lacking.
Im tired of the same old switch hitting meta, seeing the same cards every game. Who isnt tired of this?

MLB the show 17 had it right. I remember the missions to get cards was much longer and much harder but there also wasn’t all these different flashbacks.
I remember a 94 Veteran Hanley Ramirez that took me a long time to unlock specifically because there was a walk mission but once i had this card he did not leave my lineup
