Regardless of what the most popular music is right now any company has to look at their player base and choose accordingly.
If they don't already they should check player settings, see what tracks people turn off vs leave on and choose subsequent songs accordingly. I honestly think that they think their audience is younger than it is.
As an old man in the Midwest I immediately turn off all rap and hip hop or any song that uses aggressive autotune.

I can't deny that I don't know what their decision process is or what restrictions or constraints they are working under.
But, when speaking monetarily, if we are talking budget, then I don't believe for a second that they could not find other genres just as cheaply.
What good is licensing tracks if the majority of the player base just turns them all off on day one
