It's very sad, and paying customers should not be treated this way. That fact is beyond any rational challenge. To further the sadness, your experience is by no means unique. It follows a pattern where SDS has erected a system of customer feedback that fails because it isn't honestly followed by human action and correction. Words without actions is meaningless.
SDS wants to create the framework of customer support so that they can publicly say they care. But, their repeated inactions and yearly failure to fix the bugs brought to their attention proves that point beyond question.

I got another response. The agent told me they just aren’t going to put cards in my inventory and i need to play and watch videos. I have played through storylines completely 100%. Is there any other place I need to play to unlock negro league jerseys? If anyone has an answer please help me out because I can’t get it from a support ticket.

I did and the person treated me like I didn’t know what I was talking about and said I need to play more basically. I’m paraphrasing but I got pissed and gave up.

I just got another response email saying I have negro league jersey packs to open in my inventory. I just checked in the app and I have 8. 1 storyline play through should award all jerseys stadiums and players. So if you don’t have them it glitched out and didn’t give them all to you.

@soonermagic78_XBL so I submitted a ticket this morning after reading this and I got a response back saying that they'll pass it along to the team for further investigation so I guess I'll be waiting awhile

@soonermagic78_XBL they just told me to re-watch all the videos and redo the final moment and I should have them but obviously they didn't listen when I told them that I already did that

Ok I was missing 18 jerseys but they only sent me 8 packs so I’m still missing 10. I got every player and stadium rewards but was missing 18 out of 35 jerseys and not sure about bat skins.
