Unfinished Programs

Does anyone start programs during the current inning but don't finish it until the next inning for the XP headstart?

No one would ever leave any programs, Conquest maps, Mini Seasons, or M2O seasons unfinished to collect XP in a new inning! That has never crossed anyone's mind before. I would never think anyone would ever do such a thing in this game.
