Surprised the Brewers are this low considering they released a bunch (including 3 Moon Shots) in recent weeks. They need to get the rights to some pitchers in there, like Sheets and Gallardo.

Unfortunately how well a team is doing in the regular season usually has little impact on which teams have the most cards. Honestly Spotlight, All Star, Postseason, Finest are the main card series that could reward that.
Dodgers and Yankees have the largest, most far reaching fan bases and have some of the most coveted players on their teams (Judge, Ohtani, Betts, Freeman, etc). They always get the most.
Lastly there are no cards for team achievements. Unless a player or two for those teams is going off and doing great things then they may not see a Spotlight card.

Most (all?) of the early releases were planned out months before the season starts. Aside from a few Topps Now/Spotlights, almost everything that's been put out was decided a long time ago and thus current teams performances aren't as relevant. (Lots of Dodgers and Yankees? It was a pretty good bet they were gonna be good regardless.) If you'd have known the Tigers would be performing this well back then, you could have made quite a bit of cash in Vegas/[GAMBLING APP OF CHOICE].
Team performance will matter more once All-Star rolls around.

Unless they are a Mets pitcher
I could see Diaz at least getting a May spotlight, but one of the five starters should have gotten an April spotlight. Any of the 5 would have been valid, but canning and Megill come to mind as a guys that may not get another chance for a card.
I just think they are far too stingy with these cards. They limit themselves to too few.
