Changing Positions as a pitcher

So i have a CP who i finally got to 99 rating and i wanted to switch him into a SP BUT when i finally got the option to change my position in the agent call nothing happened. No talking to a manager nor anything from my agent next time she checked in. I finished an entire season after that conversation and next off season the option was not there just the option to trade me. I'd like to know if this is intentional or if this is a bug cause frankly i really miss the old mechanic of talking to your manager whenever you wanted to.
