Stealing Question

I'm playing Conquest in 24 and have both Lou Brock and Rickey Henderson on my bench to run the bases. They both have 99s for speed, steal, and base stealing aggression. I have Elly playing SS too - he also has 99s for the base stealing categories.
Lou Brock takes off slower than both Rickey and Elly. At first, I thought maybe reaction had something to do with it, but Elly's reaction is lower than Lou's.
Any idea why Lou would take off slower than the others when they all have the same rating? I've even had Lou get caught at 2B or 3B where the other two haven't been CS.
Ideas?

It is all based on what type of jump they get. Every player, even 99s, will get a specific jump based on the pitch release. That is mostly based on your secondary number. Then it is up to the player to get to the bag before being thrown out and that is where speed comes in. I am not sure why Lou Brock gets a bad jump in comparison. It could just come down to that specific card and/or the animation that he receives.
But usually, if you are dealing with a 99/99 baserunner, then they USUALLY get the best jump possible and are the quickest to the bag. I am not sure why Brock isn't there more consistently.

That's what I'm wondering too. Even against the same pitcher in the same inning. It just seems strange to me that Brock's jump-takeoff is slower than the others.
