As Game File’s Stephen Totilo points out, the PlayStation 5 install base accounts for exactly half of that total, meaning the other 59 million must still be using the PlayStation 4.
I am guessing that the XBox user base is similar.

However, as video game budgets balloon and companies become more risk averse, leaving half the active audience behind becomes a more difficult proposition.
It is kind of a chicken/egg scenario. Devs don't want to leave half the audience behind to focus on next gen only but until they actually do exactly that there is little to no reason for some users to upgrade.

I'm still thinking that this is an illogic given that for the last two releases SDS has released the game for XBox as two separate files and two separate installations. One for legacy XBox systems and the other for XBox X/S consoles.
SDS therefore has every opportunity to code up different versions of the game, one to leverage the capabilities of the newest consoles, and the other version still compatible with the legacy consoles.
So, I don't think this is an bilateral situation, and I have not received any evidence that SDS isn't already coding up different versions of the game. Here is the evidence that I do see. I see that the graphics quality for the legacy consoles is significantly degraded relative the quality of the X/S console. So much so that I have read comments from legacy customers who remarked how much better the game was on the latest consoles when they switched.

So, I don't think this is an either/or situation, and I have not received any evidence that SDS isn't already coding up different versions of the game. Here is the evidence that I do see. I think it's a matter of(available)time, they could do improvements to the x/s version (or PS5) but that time is spent making the old gen versions.

Why would someone pay $600 for a console post COVID income? This isn't political this a fact. It's not just consoles it's all markets. If you have a product that still works and your money is ticket and precious you're not going to waste that money on something you don't need. That article doesn't mention a thing about costs and consumer consideration. It is looking at this issue with a giant scope aimed at one thing.

@PriorFir4383355 Thing is, the current gen adopters will start to abandon your title if you compromise quality to satisfy the old gen market over and over. Of course, the pandemic and overall electronics components shortage has made this transition unique compared to the other transitions of the past.
We're pretty much 2 years into being "back to normal" and 4 years into the current gen and this game has stalled so much that it does not move units like it did before, where Xbox players would have a PS just for this game. Now if you cut out the last gen, how many would upgrade to continue to play? I'm guessing not much, since SDS has lost a lot of the goodwill they had in the past.
If my PS4 hadn't died last year around this time, I don't think I would have bought a PS5 strictly for this game. 22 was unplayable without frame drops in MLB stadiums and the atrocious Field of Dreams, and I decided to skip 23 entirely for that reason, and the new Seasons format. I would probably have bought a PS5 back in February of this year because of Rebirth, but not the Show.
