Where do you get him? Besides the pack of course. I see there are tons for sell and you can get him for about 11k plus for less than the packs cost. But all it says is "Earn by Playing"

@Ezio-I7 Dang, I pulled Cruz pretty easy. Opened hundreds of standards and no Boggs. But I had already bought the 50k pack. Also didnt hit Harper.
