Why is it possible to lock yourself out of being able to complete the program. That's just bad design.

You aren't locked out of finishing. If you collected too many cards in stage one, you have the option of doing the repeatable or collecting the event cards (which you'll have to buy now because the event is over).
I have a spreadsheet that outlines the points schedule and how to get them to finish, if you want to use it.
