Johnny Bench Captain vs Rickey Henderson Charisma

I run an 80's team and love that Johnny Bench's captain card boosts my era of choice. However . . . Rickey Henderson is absolutely a player of 80's among other decades, but he doesn't get boosted. Tony Gwyn is also a player of the 80's but doesn't get a boost. I want to know, hopefully from someone at SDS, why those two are excluded. I could understand Griffey Jr. being a rookie in 89, but that should still count for him. Why are these players not boosted by the Johnny Bench captain card?

It’s simple really.
Henderson’s Charisma card he’s 31 years old which would represent his 1990 season
Gwyyn’s Kaiju card he’s 37 years old which would represent his 1997 season

Eric Davis's charisma card is the counter argument. He is 36 on that card, with the Orioles, which puts him squarely in the late 90's. But he still gets the boost. So, either that card should not be eligible or the other cards should. Have the captain cards been given a strict rule that only the year of the card applies to the boost? Either way, just want some reason to the madness!
