Man, a lot of the stuff you are posting has been known since day one. You seem really fired up, I suggest you take a break for a day and come back with a fresh perspective, a video game would be a ridiculous things to have health issues over.
So you knew Day 1 that paralleling a card would not meet Captain boost requirements? Cool. But I did not.

It really depends on which captain card you're using doesn't it?
The Captain boosts are seemingly based on a card's base attributes only. If you know a Captain card that accepts paralled attributes, then let us know.

The cards actually say, "calculated before parallels" in the captain tab explaining the boost. The information is right there on the card.

This is true. The information is on the card.

Makes sense to me that a SET 2 Captain will better be used with Set 2 Cards...and then set 3...They should boost things moving Forward...If I learn a skill or attain new information at work that would benefit my team...doesn't really help the guys that no longer work here...but it will help the guys coming in.

It literally says that when you look at the captain boost on the card.

huge bummer since that rollie fingers captain could in theory be the greatest and most unfair captain in the game if parallel boosts counted

I think eventually they’ll be able make this work, because it is a missed opportunity to bridge both their systems of parallel and captains together.
