Are there accuracy thresholds for pinpoint pitching?

I've spent the past 30 minutes experimenting in exhibition trying to get a perfect pitch release with less than 50% accuracy and I seem to always be 0.01s early or late. It almost feels like getting a perfect release is impossible with poor accuracy.

So, my question is: is there an accuracy threshold you must hit in order to get a "perfect" pitch? I've seen some posts referencing 85% or greater. I just want to have a better understanding of how pinpoint works.
