If I turn off my Xbox to end the freeze off (in a game I’m winning) will I get the cool down penalty?

What mode? If it online Co-Op; yes. If it's 1v1 Ranked, Events, or BR; no.

If it’s a co-op game? Yes. But it’s like 5 minutes.
