Catcher throwing to 2nd base

I have watched a lot of players steal 2nd base over the years and 9 times out of 10 a catcher in the majors throws high or wide under pressure. This year I have decided to keep track of it in RTTS to see if I was hallucinating. While in AA I attempted stealing a lot to check this out. 46 attempts out of 48 the catcher was dialed in with a perfect throw to 2nd base. Depending on my jump I would be safe or out I did not keep track of how many successes, just how many absolutely perfect throws the catcher made.
This was AA, I have not bothered to check AAA or the Show since AA was so out of whack. Even the best catchers in the game have an average of 28%-31% in the Show. This really needs to be fixed, not a single time did a throw go into the outfield.
