For the Ghosts and Ghoul program, who is the best team to play against, or what C and P to face to complete that mission? Just load up the lineup with 99 speed guys who have high steal?

Stealing on a 2 ball count is best as they wont pitch out, make sure the catcher doesnt have pop time. as for pitching it doesnt really matter but those faster to the plate are tougher to be successful.
Anderson from the dodgers he does that foot shake even with runners on so if he doesnt slide step( 2 ball counts) he is pretty easy to steal off of even with slower guys. -
If you're playing against the CPU, the following method will increase your odds of success. Hold R2/RT until the pitcher comes completely set. Hit L1/LB to get a one step lead while continuing to hold R2/RT. Double tap L2/LT while continuing to hold R2/RT and then release. You usually get a great jump on the pitchers first movement. I was 10/11 in stolen base attempts against the CPU yesterday using that method. I would steal 2nd and then 3rd back to back. I only got picked off of 2nd once. I forget what the opposing teams were, but they were the 3 from the new conquest map.

For the Judge program, I played vsCPU against the Nationals. Ruiz has low arm strength and accuracy.

Pitchers that throw breaking balls mostly helps also. Charlie Morton does i believe.

Put the speed guys on your bench and then pinch run them when someone gets on first. Steal on 2nd pitch.

I think it’s gotten harder to steal lately. I was able to steal way more earlier in the year. If you are looking for some advice, bat your best stealer before your pitcher, less if a chance of pitchouts and slide steps. I play against the pirates.
Twins, maybe. My dog can block and throw better than he can and she has no aposssble thumbs

Just put a few players in your lineup and play the game. I just noticed that I have that mission, along with a few others, done and I wasn't even trying.

5th SP for Boston is a soft thrower, plus a weak catcher...
I got 12 SBs against them in 1 Rookie game

Personally I say just run with reckless abandon... if you get a player on first (or second) with 70+ speed and/or 70+ steal just attempt the steal... vs CPU especially there is no real consequence to getting caught stealing... just gotta get your guys on base.
If this mission is your sole focus right now just load up on your best speed and/or steal rated guys and set your lineup as you see fit and steal, steal and steal some more.

I didn't load up my lineup to complete this mission until it was the only mission I had left besides 22 Postseason Series XP. I was at 7/10 when I loaded up and got the steals in the first two innings if not the first inning... finished the game and then looked around to see how to construct my lineup for other missions/programs.

Since I only play offline, I just put in speedsters and hit the steal button when they got on base until I got my 10 stolen bases.
Toke about 7 games, stealing really sucks and i´m pretty bad at it -
I'm really bad at stealing and I did this pretty easily against the Pirates #5 starter. Just load up with speedsters and wait until the 3rd or 4th pitch.
