Fouling Off Pitches that Bounce

I get these guys at least once a week.
Just played a guy who was bad enough that I could test my theory.
He "Fouled Off" about a dozen pitches that bounced well in front of the plate.
I'm embarrassed that I don't know off the top of my head, but this should be considered a swinging strike/strikeout, correct?

No chance of this ever getting fixed, of course.
I just can't find the actual rule.

Because it's not a rule, it could bounce up and get smacked for a home run theoretically
