Free agents - Quick Sell or Exchange?

I've got hundreds of these cards. What's the play here? Quick sell for stubs or do the exchanges and quick sell the golds in the end?

Exchanges? Bronze to Silver, etc? Or the Exchanges when the programs hit?

I do the Exchanges for the program. Easy 30K in XP.

Sometimes I'll even exchange the Golds.

From the Exchanges section in DD, typically you can't exchange Free Agents in a Program.
