Why are people placing 100+ orders at cap price?

So are people that dumb or am I missing something? People are placing large buy orders on bronze legends and flashbacks at the cap price of 2500 stubs, if they resell them at the cap of 2500 stubs after tax they will only get 2250 a lose of 250 stubs. So am I missing something like are they raising the cap or are people really that dumb or lazy or is it kids?

Most likely if people that just need them for collections. I'm sure they have no intentions to sell them after that.
