He will go down whenever they offer the 90+ Live Series choice pack in a program. My guess will be in the All Star program. Last year it was first offered in the 4th Inning program I believe on July 1st. Card progression this year has been much less compared to last year as we were already getting 99 Boss Cards. So it could be even later, however I think this program would be perfect to release around the 700,000 xp mark.
