It's SDS way of trying to make the mode more challenging & interesting for people to play it on harder levels. Just like MTO, you can chose to play from Beginner to Veteran for the same amount of XP earned or to play it on AS, HOF or LEG for even more XP earned. Same with Mini. The actual game play XP earned at the end of each game will be more if played on AS, HOF or LEG. Not to mention as well getting more in PxP per player.
I also feel it's intended to be a way for players to get the feel of Ranked play Offline Vs CPU having their own God Squad of Top Current & Past players.

Because they don't want it to be a pushover. They already have Conquest for that. My guess is that they don't want to make it too easy for everyone to just go 28-0 every season.
