Dynamic PCI Range needs to have a WAY LARGER effect

I'm glad that there was a recognition of a problem with the institution of Dynamic PCI Range, but its actual effect on limiting excessive foul balls is negligible. There should be a MAJOR increase in the penalty for moving the PCI out of the K-Zone.
