Had almost 19k stubs now I have 6k. Why. Is there a way to get it back.

Play the game or pay $19.99 and you get 24K stubs or two payments of $9.99 will get you 22K...
Seriously though, the upper right corner of website has the support link and just scroll down toward the bottom of that webpage (after you choose which version of the game you are playing) and you can see where you can submit a ticket to explain the situation to SDS. They may take a few days to respond, but that is about all you can do.
