Gameplay issues for me

There are still some glaring issues that should be raised about the gameplay. For me anyways.
Infielders are moving too slow while fielding. They don't move through the baseball and throw on the run when needed.
Cutoff throws are still too slow.
When you have a runner trying to go for an extra base but call him back, it seems like he takes an extra 5-7 steps before he finally stops to turn around. The turnaround to get back shows no urgency either. I've been gunned down 3-4 times already because of it. -

I wonder if it’s designed that way. What are the runner reaction, stealing and aggressiveness attributes for the players in question?
I didn’t bother pursuing it in 21, I just stopped playing it, so I don’t know if it got changed back.
